Step #1: Launch Settings App.
Step #2: Tap on Display and Brightness.
Step #3: Now, tap on Text Size.
Step #4: Next, drag the button left to right or right to left to increase or decrease fonts size.

First of all, you need to make sure that Text size button is added in your control center, if not you can add it from Settings → Control Center → Customize Controls → Under more controls, tap on the + icon before a text size and simply then go to home screen.
Step #1: Swipe up from the bottom of the screen to bring up control center. (If you are an iPhone x user then you need to swipe down from the top right corner of the screen).
Step #2: Tap on text size button (AA icon).
Step #3: Now, simply move up or down to increase or decrease fonts size.

Does the increased font size consume more battery?
I have frequently increased and decreased font size on my iPhone and iPad both. But I have never seen any drastic reduction in battery level on my devices. You can try reducing and then increasing text size on your iOS device and then check the battery status.
